F8 COLLISION DISPATCH HAS A NATIVE TWO-BANK ORACLE

The existing F8 generator represents bank 1 with ordinary 13-bit function addresses and bank 0 with a $10000 virtual prefix. When both banks contain a function at the same masked cartridge address, generation builds a per-address candidate map and emits one switch case that consults reforge_active_bank.
