COMPLETE F0 SCANS MUST NOT RECURSIVELY ADMIT STATIC HOLES

The 64 KiB static-cache ceiling was too small for one exact F0 production project, but transport capacity and root authority are separate concerns. REFORGE now keeps runtime feedback at 64 KiB and permits up to 4 MiB of exact static feedback—the maximum representation of sixteen banks times 4,096 roots times a conservative 64-byte line.
